Russell was one of two children born to Mazie Katherine Fetterman and Joseph C. Burrows, born in Bloomsburg, Columbia County, PA. He graduated from Bloomsburg High School in 1932 and was employed by the town of Bloomsburg for twenty-five years, retiring in 1961. He was Presbyterian in faith and was also a member of the Liberty Fire Company in Bloomsburg and the Fireman’s Relief Association. At the time of his death, he was survived by two sons and three grandchildren as well as his sister Harriet.

To date, I have found no information concerning his wife Frances.
