Vernon was the oldest son of Alvaretta M. Fetterman and Harold V. “Hige” Kissinger, and he was born in Berwick Borough, Columbia County, PA. He was married on December 16, 1967, to the former Ella M. Dieffenderfer, and they made their home in Berwick Borough where two children were born. This was a second marriage for Ella, and by her first marriage, five children were born.

Vernon retired in 1992 from Wise Foods, Berwick, where he had worked as a mechanic. He had previously worked for Chef Boy R D.

Vernon was a member of the Briar Creek Grange, United Food and Commercial International Union, and AFL-CIO. He was also a member of the Antique Engine, Tractor and Toy Club, Inc. of Kempton, PA, and the Loyalsock Valley Antique Machinery Association, Inc., Montoursville. He was Methodist in faith.

At the time of his death, Vernon was working as a supervisor for North Centre Township, and he and Ella were married twenty-five years.
